Title VI
The Alaska Railroad’s Title VI Program protects all individuals from discrimination on the basis of race, color and national origin under any program for which the ARRC receives federal financial assistance. All of the ARRC federally assisted activities are available to all persons, regardless of race, color or national origin. In addition, the ARRC is dedicated to providing help to those who take advantage of the ARRC’s federally assisted services and are of Limited English Proficiency.

ARRC's EEO Plan
The Federal Transit Laws, 49 U.S.C § 5332(b), provide that "no person in the United States shall on the grounds of race, color, religion, national origin, sex, or age be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any project, program or activity funded in whole or part through financial assistance under this Act".  This applies to employment and business opportunities and is considered to be in addition to the provisions of Title VI of the Civil Rights Act of 1964.  To that end, the ARRC maintains an EEO Program that is dedicated to providing equal opportunity to all persons in the public transportation, employment, and access to all ARRC programs, activities and projects, without regard to their race, color, religion, national origin, sex, or age.

ARRC Accessibility and the Americans With Disabilities Act

ARRC Policies and Procedures for Providing Transportation Services to Individuals With Disabilities 

Taken together, the Americans with Disabilities Act (ADA) of 1990, Section 504 of the Rehabilitation Act of 1973, as amended, and the U.S. Department of Transportation's implementing regulations at 49 CFR Parts 27, 37 and 38 provide that no otherwise qualified individual with a disability in the United States shall, solely by reason of his or her disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.  To that end, the ARRC is dedicated to ensuring that every qualified passenger, regardless of mental or physical disability, is provided equal access to every program, activity, and transportation service provided by the ARRC.

In addition, the ARRC accepts requests for reasonable modifications to its services, programs or activities from individuals with disabilities.  Each request is considered on a case by case basis.  Modifications need not be made if:

  1. granting the request would fundamentally alter the nature of ARRC's services, programs, or activities;
  2. granting the request would create a direct threat to the health or safety of others;
  3. without the requested modification, the individual requestor is able to fully use the ARRC's services, programs, or activities; or
  4. granting the request would cause an undue financial and administrative burden for the ARRC.
